Local and national governments face major societal challenges. Policy is often carefully developed, but translating it into practice is not always easy. What seems logical on paper sometimes works out differently in a neighbourhood, school, youth work setting or with a specific target group.

The reverse is also true. In practice there are many signals, experiences and solutions, but these don't always reach policy, governance and decision-making in the right way.
